About RAMP
RAMP Programme is a Central Sector Scheme supported by the World Bank, designed to aid the Ministry of Micro, Small, and Medium Enterprises (MoMSME) in implementing the MSME Competitiveness Programme - Post-COVID Resilience and Recovery Programme(MCRRP). This initiative aims to revitalize the MSME sector, which has been significantly impacted by the COVID-19 pandemic. The programme focuses on enhancing market access, improving access to credit, strengthening institutions and governance at both central and state levels, and fostering centre-state linkages and partnerships. Additionally, it addresses issues related to delayed payments and promotes the greening of MSMEs.
According to the World Bank’s Programme Appraisal Document for RAMP, over 40% of MSMEs lack access to formal funding sources. The RAMP programme supports various interventions under the government’s COVID Resilience and Recovery efforts, supplementing ongoing support measures and emphasizing the competitive aspects of MSMEs. The programme aims to expand implementation capabilities and firm coverage in selected states based on readiness criteria, while also strengthening the MSMEs’ capabilities at the national level. The total financial outlay for the RAMP scheme is ₹6062.45 crores, with ₹3750 crores provided by a World Bank loan and ₹2312.45 crores from the Government of India.
Madhya Pradesh has taken a lead role in adopting RAMP principles and tailoring them to suit the State's diverse and vibrant MSME ecosystem. The Department of MSME, Government of Madhya Pradesh nominated Madhya Pradesh Laghu Udyog Nigam (MPLUN), a Government of Madhya Pradesh Undertaking, as the State Nodal Agency (SNA) for the implementation of RAMP.
RAMP mandates each State/UT to prepare a Strategic Investment Plan (SIP) — a multi-year blueprint that aligns with local priorities and proposes interventions to enhance MSME productivity, competitiveness, market access, and institutional strength.
MPLUN initiated the SIP preparation process by conducting extensive diagnostic assessments, stakeholder consultations, and cluster-level surveys to identify the critical bottlenecks and growth opportunities for MSMEs. Based on these inputs, Madhya Pradesh developed a comprehensive SIP and was the one of the first 5 states to submit the SIP to the Ministry of MSME.
Ministry of MSME approved the Strategic Investment Plan, encompassing 12 key project-based interventions for its phased implementation over a 3-year period

About the Event
The Vendor Development Programme (VDP) is a strategic initiative under the RAMP Scheme aimed at enhancing market access and business opportunities for Micro, Small, and Medium Enterprises (MSMEs) by connecting them with large buyers, including Public Sector Undertakings (PSUs), Original Equipment Manufacturers (OEMs), and large private sector firms.
Key Features:
Matchmaking Platform: Facilitates direct interaction between MSME suppliers and anchor buyers for potential procurement linkages.
Sector-Specific Focus: Organized around thematic sectors (e.g., Food Processing, Defence, Engineering, Textiles) to ensure targeted participation.
Awareness and Capacity Building: Includes sessions on government procurement policies, GeM, ZED, TReDS, IPR, Lean, Quality Standards, and ESG practices.
MSME Onboarding Support: Helps MSMEs understand and meet the requirements of institutional buyers through orientation and capacity building.
Anchor Buyer Participation: Focus on onboarding CPSEs, OEMs, and other institutional buyers with defined procurement needs and vendor registration processes.
